CONSTITUTION
Article 1: Name of the Organization
i. This extracurricular activity (ECA) will be known as the JapaneseAmerican
Club (JAC). To learn and become familiar with Japanese culture, language, and relations with
America. To allow members to develop skills in Japanese customs, arts, and language. To develop
relationships and links with Japan as future Naval Officers. Article 3: Qualifications of Members
i. Membership is open to any midshipman that is interested in learning more about
Japan and its culture. Article 4: Expectations of Members
i. Members are expected to participate as much as possible in events. Members are asked to help out with tasks that may be after working hours. Article 5: Officers and Elections
i. The officers of the JapaneseAmerican Club will be the President, the Vice
President, the Treasurer, Operations Officer, and Public Affairs Officer. The President will be elected by the members of the club after the position is
vacant. The President has the right to reassign Club Officers if it is in the best interest of
the Club and is approved by the OREP and/or Civilian Representative. Article 6: Movement Orders
i. Whenever possible, movement orders will be designed for members to be absent
from a minimum of academic and military obligations. Movement orders attempt to avoid conflicts with important military
evolutions/obligations. Article 7: Amendments
i. Recommendations to amend this Constitution and/or ByLaws will be made in
writing to the JapanAmerican Club President and Officer Representative. Those
recommendations will be reviewed by the President and Officer Representative to
insure compliance with current ECA policy and our stated purposes. BYLAWS
ARTICLE I – Duties of the President
Section 1: The President, or his designee, will conduct all external business
for the activity, with the verbal or written approval of the Officer Representative when
required by the Extracurricular Activities Manual. Section 2: The President is responsible for the overall administrative
requirements of the activity, and to ensure the club runs smoothly and efficiently. Section 3: The President is responsible for the entire operation of the activity,
including MO’s, projects, sales, meetings, and required care of facilities. The President
will ensure updated reports are maintained in accordance with COMDTMIDNINST
ARTICLE II – Duties of the Vice President
Section 1: The Vice President will act as the President if, for any reason, the
President cannot be present to perform his duties as prescribed in Article I. Section 2: The Vice President will coordinate all activities directed by the
President in accordance with proper established safety regulations and the Extracurricular
Activities Manual. Section 3: The Vice President will perform such other duties as may be
prescribed by the President or Officer Representative. ARTICLE III – Duties of the Treasurer
Section 1: The Treasurer is responsible for all matters of business and for
advising the President on all matters pertaining to financial affairs of the organization
such as collecting dues. Section 2: The Treasurer may make changes pertaining to monetary issues for
the JAC account only when authorized by the President or the Officer Representative. Section 3: The Treasurer is responsible for the submission of records and
statements for audit and the maintenance of proper records of all receipts and expenses. Section 4: The Treasurer will perform other such duties as may be prescribed
by the President or Officer Representative and work closely with the Secretary. ARTICLE IV Duties of the Operations Officer
Section 1: The Operations Officer (OPS) will maintain a current membership
roster filed with the Midshipmen Activities Officer in the Operations and Plans Division
of the Executive Department. Section 2: OPS will take attendance at every event and submit it to the Club
President. If OPS is not present, another club officer will take attendance. Section 3: OPS will perform other such duties as may be prescribed by the
President or Officer Representative and work closely with the Treasurer. Section 4: OPS will assist in the creation of Movement Orders, Excusals,
other chits, and any outstanding logistics work. Section 5: In MIDS, the Operations Officer will be designated as “Secretary,”
since there is no “Operations” choice. ARTICLE V Duties of the PAO
Section 1: The PAO will maintain the appearance and cohesiveness of the
club; attempt to entice more involvement and work towards increasing membership. Section 2: The PAO will be tasked with maintaining the JAC page
and other methods of communicating to members. Section 3: The PAO will perform other such duties as may be prescribed by
the President or Officer Representative including taking pictures at events or collecting
them from people who do. Section 4: In MIDS, the PAO will be designated as “Business Manager,”
since there is no “Operations” choice. ARTICLE VI Meetings and Activities
Section 1: Meetings shall be held by the President with the prior approval of
the Officer Representative in accordance with COMDTMIDNINST 1710.14F. Section 2: The President will be present at the first meeting of each Academic
Year to explain in detail to all members the regulations of the organization. Section 3: At least ONE Club Officer will be present at any following
meetings throughout the year and at least ONE Club Officer (to specifically include the
President or VP as one of the two) for activities. ARTICLE VII Current Officers for 20152016
