Under the pretext of inland waterway development via SagarMala plans include multiple jetties along Zuari, a new four-lane highway across Khazan lands linking to state highways and dredging to convert Zuari, Mandovi and Cumbharjua rivers into coal shipping channels. These initiatives aim to boost Mormugao Port Trust (MPT) capacity to 51 million metric tonnes per annum by 2035, after handling 49.16 million tonnes from 2017 to May 2022.
Community Impacts and Resistance
Local fisherfolk and farmers face unemployment, displacement and home demolitions, hundreds of houses at Khariwada and Baina in Vasco targeted for new berths. Government documents reveal plans to transform vibrant riverbank villages into coal hubs, destroying marine life, fisheries and ecosystems. In 2022, India's Supreme Court provided relief by stalling coal-specific railway doubling and power transmission lines, upholding CEC recommendations, yet jetties and river nationalization (182 km of six rivers) persist, risking drinking water sources, check dams and biodiversity.
